Enilria - Senators Want to Take Back DCA Slots

Virginia Senators Tim Kaine and Mark Warner are set to introduce a bill next week that legally mandates reducing the number of hourly aircraft movements at Washington DCA from 30 to 28. 

This legislative effort explicitly targets the airport's persistent airspace congestion in the wake of the fatal 2025 midair collision. The bill intends to accomplish the following:

The legislation would systematically eliminate 30 flight slots in phases from 2028 to 2032. In practice, this will result in 15 fewer arrivals and 15 fewer daily departures at the airport. 

The sponsors have openly pushed back against lawmakers who previously fought to expand long-distance flights out of DCA. As noted by the bill's proponents, the travel convenience of the 535 members of Congress cannot outweigh the safety of the 25 million passengers using the airport annually.  That’s a somewhat nonsensical comment since many of the 25 million passengers could no longer use the airport if slots are reduced.

The bill is designed to directly undo recent congressional actions—such as those in the 2024 FAA Reauthorization Act—that forcibly added slot exemptions to an airport that safety investigators have warned is operating over sustainable traffic capacity.

I predict this is dead on arrival, is only being proposed to grandstand locally, and is probably being funded/directed via United Airlines lobbying. Even the voluntary slot waiver program was not extended to Washington DCA except when flights are involved to other slot waiver airports.

The horrible helicopter accident at DCA occurred because of loose limits on other airplanes/helicopters operating in the airspace around a major airport. Reducing flights 6.6% would not have made a difference.

Additionally, the ~15 smallest airports with service to DCA would surely lose service as a result of this and their Senators and their kin would likely never vote for this.
