Don Ship - Serial story

About This Title
I've been wanting to write a serial, that wasn't part of any novel or series, but only here from the beginning. I had an aborted attempt early on, with a Ms Patriot story. But I couldn't make it work. She was already one of my characters.
So I'm thinking of trying again in 2027. Once the Sirius Bitches book is finished, I want to create something just for this Patreon. Not for outside publication. But I need your help creating the heroine and city.
My first thought is a Batgirl knockoff. A non-superpowered heroine in a dark crime-ridden city. I of course thought of Batgirl, and then Catgirl. But I'd have to make her my own, not someone else's invention. Not fanfic. And Catgirl is my OC, but she has a city and storyline to live in. Though, I'm willing to still call her Catgirl. I love that name.
But what do you think? Non-powered? Limited super powers? Something like my Femme Force, with just super strength and needing a power belt? Give me your thoughts and ideas. Remember, this is a very localized story, just this one city. I'm not interested in fighting super villains threatening the entire world. Something intimate, where she is always in real danger. Where her defeat has real consequences.
We can discuss her alter ego. Rich. Poor working girl. And let's not forget the costume. Mask. No mask. All black. Bright colors?
Let's figure this out.
