Blizzard knows how to gather people into his group, from her elegance and speech to using her skills or just offering money, she knows all the tricks from the book in order to convince people join her, after all if the skill of the person is good know is always worth the effort.
This time we see Fubuki on her usual " convincement " sessions, the potential new recruit has a great skill that will make her faction more powerful but at same time this person needs to be convinced on unique ways, he agrees to join but in exchange he want to see Blizzard's soles and touch them.
