You can use an action to tie this ribbon in a knot and speak its command phrase (a Gnomish tongue-twister) while focusing on another creature that you can see within 30 feet of you. That creature must then succeed on a DC 13 Intelligence saving throw or be unable to speak or perform the verbal components of spells for 1 minute. The creature can repeat this saving throw at the end of each of its turns for the duration, ending the effect on a success. The effect ends early if you or another creature unties the knot; it unties itself when the effect ends. A creature that can't understand at least one language is immune to this effect.
Once the ribbon has been used, it can't be used again until the next dawn.
